For the most part, you want your boots to stick out for this look. Pick a pair that have a cool design or feature different textures and leathers. Finding a contrasting inlay in the boot or some distinctive stitching in the upper will really have people checking out your boots and you will be sure to get a ton of compliments. I would recommend Justin Boots or Laredo, you can find a great pair for less than $150.
When selecting your dress make sure to find something that is light and airy and doesn't have too much going on. You don't want your boots and your dress to be competing. If you go simple with the dress, you can go a little crazier on the boots but if you have a dress with a lot going on in the pattern, try selecting a plainer designed boot. I would recommend a solid color dress or something with a floral pattern. Also, skirts can go great with boots, too. Try pairing a ruffled skirt with a blouse or tank top.
To complete your look add accessories that pull everything together. Bangles and cuff bracelets are great accessory pieces that can really add to your outfit. Also, try adding some chandelier earrings.
